I just answered answered another posters question. I was being polite.

A mining lease is to dig up the white stuff and stockpile it etc. The mining lease to do that could have been granted on the DSO application [which was the original plan] and then given a permit leaving a year or so to sort out the dry processing development, [while DSO was underway] which requires a separate permit involving extra environmental rules etc. Instead they decided to wait until they had all the necessary research for the dry-processing completed before doing the feasibility and the Mining Application.
This is the delay I was referring to.
