Not that I am anywhere near as knowledgeable as you or Split, but I do want to add that if SYA, PLL and Tesla are combined in the bid, I do not think that any other company would even get a sniff at it.
If it was combined then why the extension? I think that a few companies will be involved, SYA will be part of it, they have done all the work to get BAPE over the line with Authier they have the knowledge and experience to do it again if required (hearing before June). I believe that Authier is also going to be part of the 'hub' one way or another.
