Here is what my interpretation is, but I am open to other thoughts as well.

The government decided that after the NAL bid that Sayona was no longer the same risk factor because they would not be doing any processing at Authier. They sent a letter to Sayona and said you no longer have to be submitted to BAPE. Sayona sent a return letter to the government stating the they in fact wanted to still have BAPE imposed. This, in my eyes was a move by Sayona to try and get the highest approval possible so as to not have a challenge to their site in the future. The government has now sent a reply that they will submit to EQA instead of BAPE. EQA does not require a public hearing and a minister can make the decision based on professional findings that the company submits. This seems to be a faster path forward and does give government approvals. Sayona has now done this work 3 times and should be able to resubmit some of the paperwork concerning wet lands and the esker. Hopefully this can be wrapped up quickly.

Again I am submitting my opinion of what I am reading and I urge others to read and digest this as well.
