From a quick look Bangchak is a Thai oil company.
A friend in Bangkok said that the electric vehicle revolution has still to hit the city and is sorely needed.
Some areas of Thailand already have massive amounts of electric scooters and it's just a matter of time before they become the standard mode of transport everywhere.
Countries like Thailand are paying a lot of money to subsidise fuel for their people and it makes perfect sense that they'd get in on this to guarantee supply to support a switch over to EVs.

So far Joe's predictions for 2017 have been right. The big new lithium deals this year are focused on Argentina.
