15 mio usd of the ECF seems to be uncovered and done by foreign parties. Dispensable, don't forget the part that SMS will get the hole amount of 298 mio usd from ATC to build up the plant. What SMS does afterwards with the money is in my eyes secondary. SMS is German, only that counts. They have assured to buy 50% of the equipment at local suppliers. Its nice to know but not crucial.
