PLS has been indicating for about a year, now, in multiple announcements and reports, that they are negotiating with multiple potential partners about another “POSCO-like partnership or JV.”
The two most recent releases have indicated that PLS will announce their new partnership/JV by the end of March. Until then, only insiders would know the details, but we should all know in the next two weeks.
