The 100 Mt ore reserve is the part of the resource they know with certainty that can be mined, and it is more tha enough to proceed with the operation.
In practice, more of the resource would be converted to ore reserve as required. Pointless to have 30 year ore reserve up front, but must have the resource tail capable of being converted.
