However shouldn't- creating long lasting public infrastructure that builds a prosperous, civi society (as you correctly place it), be rewarded with a wage to those that provide that labour?

"Work for the dole" has been a Constitutional and a "Rule of Law" rort. These people should not be on welfare, rather paid a wage and be part of the labour force! Work for the dole/ Work for Welfare is nothing new. Its been around for thousands of years buddy. The LNP and Labour get up my goat. And the AEC for that matter. There was a time not that long ago, when second class labour was not part of our political/ legal system.
