Note that Ruston did not deny it could be correct, she just said she knew nothing about it when she should have.
IMO the decision has been made and leaked by the inner circle before anyone thought to inform the Social Security Minister.
Ms Ruston may not be a member of the boy's club and could be very cross at the next cabinet meeting.
Not that I care as she is a nasty sort of person anyway.
