In my opinion the PDY deposits are unlikely to be able to support the Oakajee development alone. In my opinion the PDY deposits would appear to be very marginal to say the least. If they are able to secure funding then the users will have to undertake to use it presumably with take or pay arrangements. As none of this appears to have been initiated in my opinion it's unlikely that anyone would fund the development.
