oh, i worked in construction for 25 years btw, as a contract administrator for a short time. the amount of claims for work not done was more than the genuine claims. why? cash flow needed to survive. some we're very good at hiding figures within there claims, like charging gst twice. others just took the piss.
so no, it doesn't surprise me that this happens in real estate. it does surprise me that it's so out in the open and the media hasn't picked up on it.
