How reasonable are TGA controls on OTC Pharmacy items

It has taken years unbelievably for TGA to consider Viraleze as OTC pharmacy product when the West Australia safety trIal was so positive and shown it to be mucosal barrier only, non systemic with no Astodrimer sodium in participants blood.

cf Nexium - sold over the counter 20mgm pills for reflux. AZ just settled a class action re complaints of kidney damage for $millions (no admission!)
A drug with potential systemic organ damage.
BUT TGA has a control of 40mgm Nexium where it must not only be GP prescribed but requires commonwealth health authorisation. Not because it’s expensive, not because you can take 2 OTC Nexium to have same medication??

There seems to the lay person a somewhat missing medical rationale when Nexium is approved/allowed in pharmacies but for a pandemic barrier antiviral nasal spray TGA first bans in 2021 after EU approval and then goes slow on approval - 18 months since Starpharma application. That is why I believe the dissing of Viraleze is political not for medical reasons. What did the SECRET Health Minister do and who even knew he was secret Minister.
