Yup, preferrential allocation (see below from the old park lane report for port allocations) toward the BEE swings the win-win to the juniors.
I am aware of a significant challenge by the RB consortium, but can't say anything about it.
Hopefully we'll hear soon whether CCC was successful (or not) getting 1mtpa rail/port allocation that Eskom released (i.e. surplus capacity) for tender last year (I think Don mentioned this at the AGM).
