Well we are Communist now across all layers of civic service, inside our voting structure all that needs to change there at the people are provincial committees of ruling party designated partisan candidates everyone in the region must vote for, all other communistic layers in governance and policy creation are now accounted for. Was not a very big structural change in HK and will not be here either.
