I wouldn't disagree - but, it all depends on how you react politically to the degree that you make yourself a target.

Would you think that Australia would be more of a target than New Zealand?


If not --- why not?


If I wanted to make my Nation a larger than life target for attacks --------------- easy - I would make myself highly visible - I would make myself noisy and I would send in my military to annoy the crap out of countries where the enemy hosts the seeds.


Now - if I wanted to make myself as small a target as possible -------------- I would lie very low - only making myself visible when absolutely necessary and making as little noise as possible.
And, I would interfere as little as possible with the people who were growing the threats in their backyard.


It's not all that complicated really.
