Is depositors money still safe with banks?

I recall somewhere that in Nov (last year) g20 conference, that a rule was put in or something that gave banks the use of funds of depositors if they needed it to prop themselves up,
Did this happen? if so depositors are risking their $$ by putting in a bank...so where is safe??
