Hello. Israel did not exist at the time of Christ. Israel was destroyed by the Assyrians in around 720BC. The term "Israel" was merely a "spiritual ideal", similar to the Muslim concept of "Jihad". The Jews expelled themselves from the Kingdom of Israel in around 900BC. They created their nation devoted to money & trade called "Judea". Therefore, when Jesus referred to the "Lost Sheep", we can only speculate Jesus was appealing to those who still had the old real religious values of the mythical "Israel". Its like when Led Zeppelin cried out" Valhalla I am Coming, Home"!!!
