I've never seen a bank lend money before flow rates are even known from a well hence why there will be a CR before the flow test.
Banks also won't fund drilling of further exploration wells and usually the only cash they will lend will be for the actual infrastructure build of the gas plant or connection to powerlines where there is a possible near term cashflow etc
