The original plan was for the pipeline that runs from the oil project in Uganda to run up through Kenya via the Lockichar to tie in that oil development as well. As I understand from what has been reported, there were issues negotiating with the Kenyan goverment so they ended up deciding to run the pipeline south through Tanzania instead... So the Lockichar is completely locked up and unlikely to be developed any time soon imo.
