The Fed is lending huge sums on o/night loans and they are still not high enough to keep the banks viable, and they are now also printing huge sums of money and degrading the dollar
QE4 is reported to be about 2.5 trillion dollars to this point and some analysts have said that they will need to push this out to 20 trillion dollars for the banks to survive
They will not do much with interest rates while this is happening
IMHO this charade has to keep going until November
