"The 2ktpa plant is NOT the pilot plant".
AGY themselves have described the Stage 2 Plant (2 ktpa) as "pilot plant scale". As the years have gone by and JZ has revised his use of adjectives, shareholders have seemingly forgotten that Stage 1 was "laboratory scale" and Stage 2 is "pilot plant scale". See below from the September 2016 Quarterly Report:
