The TL;DR for others is - someone in the pentagon got into some power and was a total nutty leftist. They decided people in Afghanistan needed "gas powered cars" in order to save on greenhouse gases. So they installed a gas service station. Of course then nobody came to this petrol station because - you guessed it, nobody had gas powered cars.

So at the expense of some $100m or something they GAVE afghani's gas powered cars... but then still nobody turned up to the gas station because they couldn't afford the gas.

So they gave them all VISA cards and started putting money into it each month so that people could use the gas powered cars they just gave them at the gas station they just built.

Not even joking.
