Your post doesn’t clarify eligibility criteria.

As a general criteria it appears, Goods eligible for financing from a sovereign country’s (or Union - EU) ECA must be shipped from that sovereign country (EU) to an international buyer.

For example, eligibility for U.S. financing from US EXIM Bank - "Eligible exports must (i) be shipped from the U.S. to a foreign buyer; (ii) contain at least 50 percent U.S. content; and (iii) any service‐based exports must be performed by U.S.‐based personnel."

In addition, there appears to be a minimum export content threshold eligibility, for each sovereign ECA.

Are you aware of any Argentinian Export Credit Agency/s?
