"scale of DOD requirements", stop kidding yourself, US Govt's own GAO put DOD demand at a mere 1% of US total demand which is just 9% of global. Even US NdFeB imports from China have fallen away dramatically to just 13% over past 5yrs or so.
99% of Blueline JV Tb/Dy output will go to existing Jap mag customers, whether one expands to US domestic production remains to be seen.
Regardless Blueline JV will have the capacity to meet virtually 100% of ROW Tb/Dy demand now and potentially immediate future.
Read the tender docs, particularly with reference the commercial prerequisites, at best TMRC might get $5M for a pilot.
