This sort of aligns with my expectation for the mining code to be ratified into law in the near term.
All ministers need to make some progress in the first 100 days, and whilst the mining code has already been approved by the senate, and "just" needs to be signed in by Rajoelina, the minister for mining would be somewhat hobbled without a new mining code.
It is no guarantee that the code will be approved by April, but the 100 day timeline checks out.
