RISC report is done by FAR and not by the JV. FAR could possibly have a sunset-clause type confidentiality agreement with a prospective buyer of SNE to not publish their SNE RISC report until deal is sealed. If a FAR sell down is for now linked to a CNE sale (to achieve suitable scale for a super-major) then this could take till January fairly easily or , less palatable, if CNE do not want to sell at the price offered it may take till arbitration concludes to seal a deal..... of course this pure speculation could be Malcy grade BS....but Malcy and walk have both set a precedent of dream state forecasting
