Your state gov. outsources tasks of looking after, among other things, voters' business and affairs in wards within a state.

If you need some permit or have an issue with your home or land that needs to be resolved, you don't go to with it to your MP in your electorate. You do go to your council, so, this is your first and probably the only contact with 'authorities'. And they are the ones who charge you all sorts of fees, taxes and have lots of power to impose financial penalties on you.

Also, you do get to vote for your councilors, so for all practical purposes I see my local coucil as government.

in every state, council elections are run along party lines except wa. and it is not compulsory. the fact that two referenda have been refused is proof enough that the local council is not a legal body.
