The way I see those ratings is if it changes to a buy, it means they already bought & now it might be too late (especially if it's already had a rally)
If it's changed to a sell, it means they've already sold & it might be too late to start selling then
By the time you start selling they may be accumulating for the next cycle
If we're always chasing the reports, we never make money.

I always look at the lowest & highest prices & make my buy/sell decisions on that & technical analysis
