Those bikes should be impounded regardless, when taken on a public road.

In my area (semi-rural) there are some kids who run them on the road. Not sure if they are of the same types, but the racket is deafening. Public disturbance.

When I hear them go past, sometimes I laugh (let the kids have their fun), sometimes I get angry (serious racket for kms around).

Complaining to cops will result in enemies among neighbours.
