Your problems are 2 fold.
1. The mining licence is held by a subsidiary. I don't believe ASX companies have to 'announce' items relating to their subsidiary holdings. If so the likes of BHP and Rio Tinto would have announcements every day.
2. You can not 'force' Tanzanian residents to participate in an IPO.
