I find your latest post quite puzzling.
Firstly I beleive the phrase is "take the bull by the horns" and to apply that to shorters in this situation would require your explanation.
Secondly, I beleive we were entitled to the small business waiver according to the FDA guidelines to receive our application fee back. Importantly I beleive its only for the first human drug application.
According to the strategy going forward I beleive this burdon will rest on our partners shoulders going forward so its of little consequence.
