I've just been spending some time with some Dutch friends and they have universal old aged pension (as does NZ) - they all get it, no matter what assets or income. I don't know how their tax system works though yet.
I think it's a good idea, I think Oz not having it merely displays that we feel welfare is a cost and not an investment.
