Scams normally don't give out dividends... look at Sun Bridge (SBB (used to be)), they had a stack of cash (30mil+) and never gave out a cent via dividend, claimed it was going to be used by the business and also claimed to be profitable. Hard to believe.
CI1 on the other hand.. has given out .12c (FY2018) and 0.05c (HY2019) distributions in the last 2 years, which is pretty good for a 3c priced company, around 4% yield unless I've got the math wrong.
