I think the fact that it was a girl who was strangled was pointed out because in some cultures/religions the life of females is worth less than those of males.
It does not excuse strangling anybody, but makes a point that some find it easier to be cruel to a little girl than it is to a little boy. In a civilised society strangling either a male or a female would be abhorrent. Unfortunately not all share this view.
