I am a bit puzzled by what you mean by APG being independent. Seems to me that even if APG raise the money for the plant a takeover is always a possibility, and if APG did decide to go this way then it could even provoke a takeover move by BHP or another company.
I would be interested in a rights issue to fund the plant though. I can also see a lot of advantages in getting BHP to take up the 60.000 or so shares to fund the plant - this way APG could delay a takeover and give the company enough time to fully prove the technology, and this would then make APG worth a lot more $$$$ imho.
