It tells me Invictus finally needs this in place now and are diverting time and attention to it, which means there's stuff going on in the background that requires it to be in place. Most probably to do with finance - Banks, Offtake funding, JV, Farm in, Cornerstone Investor etc.
Maybe something out of left field coming in soon, but I would assume after testing ...
