I believe the real impacts to the SP can be made via local endeavours so they need to pull their collective fingers out on that front as news in that space has been non existent. Don't count on India if you want to see SP appreciation. This will be a painful process if it ever gets underway IMHO. They want to show the world they are serious but in reality they are first class ditherers. They have been a third world country for decades and for good reason. 

Locally they have the contacts and if they play their cards right may get government assistance also. Expect no favours from India and expect a long and drawn out process if/when construction commences.

ECT management need to forge their own path and not rely on state backed international bureaucrats to decide their fate. To think their immediate future rests with a bunch of public servants in India is an appalling set of circumstances IMHO.
