Exactly, you don't want to use the internet for long distance hops - net neutrality is a double edged sword, it guarantees that all packets are treated equally, meaning that VOIP packets that need real time performance get bogged down with all of the other traffic.

Dedicated international voice lines don't have the constraints of the internet, they can provide optimal speed and guaranteed quality of service. Norwood is doing the right thing, high quality voice lines for the longest distance hops and VOIP for the short hops at each end. It's actually an optimal solution.
