At first, I read it as hiring 60 new sales reps, however the wording makes the actual number of new reps unclear. They didn't increase BY 60 reps, but TO 60 reps. It is supposed to be a "significant" increase, so I would guess at least 10% more - perhaps even 20% or 30% more. That's between 5 and twelve new reps.
