Really Mickey? The assumptions are baseless?
I would argue that they are based on the fact that team members for the project are being employed.
I understand there have been delays (significant) and the project team are looking to understand the impact of the federal governments infrastructure improvements, but your consistent negativity makes me think someone is pissing in your porridge each morning. I'm a long term holder myself and completely happy with my investment. Current share price is but a slight irritation - nothing to remain so consistently bitter about.
