Not sure, the Chinese are building a lot of very modern reactors and Russia is an industrial basket case.
If you mean bombs then likely Russian assisted.
The whole thing is very murky. I remember back to the incident when the US got concerned about aluminum tubes that could be used in bomb-making or to house fuel. My sources into the CIA, aren't as good as into China. I always have to go with balance of probabilities and posting on HC accommodates that.
