I'd say those section diagrams in the report mustn't be quite the best, take a look at the north south section view and tell me you wouldn't put an open cut there!.....unless you don't like the cold....
To me it still looks that you'd be better starting oc for the upper zone shown on plan view in the report the go uc when it all gets to hard. The strip ratio for that section would be super sweet and the hauls would be three truck leads for the entire thing.
