Yes, that is what I'm taking away from it. I'm cautiously optimistic that we may get a positive outcome, for reasons I explained above. Otherwise, as another Poster said, more time to accumulate.
Even if Caceres falls through, INF has valuable IP, and I'm sure there are other EU countries with Lithium deposits and an auto industry (eg Czech Republic).
Or even further afield, the US or Canada. Both countries possessing large Lithium deposits and the aforementioned industry, and the motivation to secure a non-China supply.
