I can't see a scenario where INF dumps the underground proposal now. That would be economic suicide for them. They would have zero support immediately. Have to suck up the greater capex costs of an underground mine and do the right thing (as much as a mining company can do) to appease the locals and stick to their word.
Just get cracking.
