nothing negative about announcement, just some clause in the finance arrangement to help move the process/government along. But no amount of clauses would push a government agency into expediating the approvals process, therefore a late minute adjustment on the contract for technical reasons. Seems to be alot of squabbling over a couple of cents on this thread lately. Anyway keeps the boys/girls busy typing.
