    1) delay in euro zone implementation
    2) authorities have no power or dont use them.
    3) run out of cash
    4) competitor surpasses current ip or current systems not needed in event of new technologhy
    5) geopolitical event.
    6) rollout of services ineffective or incompatible with customers
