Why is homelessness a problem of the casino?
If there's plenty of that in front of the cassino, they could call the council (or the police?) to have them removed. It is bad for the customers, so it is bad for business, and if it hurts the business, business pay less tax. So, government hurts (as government loves the money anyway).
Plus, customers can choose not to give money to homeless people and carry on with their lives. And if it not a pretty sight, then can drive in to the place (I have never been there myself, but I am sure there must be more that one way in).
If homelessness is the only reason to not buy SGR, then I am buying more!
