The payment from Enamco to Nevsun of 253mil is for the 30% interest. The cost is to be worked out based on the NPV at the first gold pour.
This is separate payment to the Capital cost. As at 2010 Enamco had paid 75mil in capital costs.
I would expect Enamco to pay 33 - 40% of STB's capital cost PLUS 30% of the NPV (if done the same way as Nevsun) i.e 30% of 1.3Bil on the scoping study or 30% of the NPV of the DFS which will be a lot greater than 1.3Bil.
The capital cost of Bisha was about 260million. 30% around 75mil
"As of December 31, 2010 ENAMCO had advanced $74,995,000 (December 31, 2009 - $34,995,000, January 1,
2009 - $13,135,000) to the Bisha Project to fund its share of the development."
