...particularly clear -- not your fault.
Eg, USA is outside the territory of para 1, but also would be a place where PAR would seek regulatory approval, in para 2. So it doesn't seem to be saying anything specific about either USA or EU.
I am guessing/hoping it means bene pharmaChem is side stepping problems with EU on a monopoly arrangement by having a get out clause.
