Turnbull doesn't have the political smarts to resign . Just look at his current stance on penalty rates , he's been set up by Labor and should have seen it coming and been prepared but he's backpeddling furiously again trying to find the popular stance because he didn't know which position to take . Once again Shorten is setting the agenda while the barely elected one is looking like a goofball .
